The 7 Habits on the Inside: Advancing The Oregon Way at Warner Creek

In 2025, the Oregon Department of Corrections (DOC) integrated The 7 Habits on the Inside into The Oregon Way, building on a model first launched by the Colorado Department of Corrections in 1998.

Colorado has since graduated more than 10,000 adults in custody and staff members, implementing the program in nearly all of its facilities and establishing designated units for graduates. Long-term data from Colorado indicates the program creates a shared language between staff and incarcerated individuals, helping reduce the traditional “us versus them” dynamic and strengthening institutional culture.

The program was later introduced at Fort Leavenworth, the U.S. military’s only maximum-security prison. Leaders there noted its strong impact in helping both staff and military offenders adopt a common framework centered on accountability and responsibility. Data presented in 2018 showed promising post-release outcomes, including a minimal return rate among graduates released on parole.

Leadership at Warner Creek Correctional Facility –

Warner Creek Correctional Facility (WCCF) has emerged as a leader in implementing the program within Oregon DOC. To date, 75 percent of WCCF security staff have voluntarily completed the course, and the facility has recently graduated its third class of adults in custody. Interest continues to grow, with waiting lists for both staff and participants.

The program has contributed to a positive shift in workplace culture at WCCF, supporting professionalism, collaboration, and stronger communication throughout the facility.

Strengthening Community Partnerships –

In January 2026, WCCF completed its fourth staff class, marking a significant step in interagency collaboration. This cohort included partners from the Lake County Sheriff’s Office, Community Corrections, the Lake County District Attorney’s Office, Juvenile Probation, and Oregon State Police.

The shared training experience strengthened communication and coordination across agencies, with participating partners expressing interest in continued collaboration through future classes.

Measurable Impact –

National data from facilities implementing this model show:

  • Recidivism rates as low as 8–9 percent, compared to a national average near 50 percent
  • A 75–85 percent decrease in disciplinary incidents
  • Improved staff retention and conflict resolution through shared communication tools

At WCCF, the program is reinforcing personal accountability, strengthening relationships, and contributing to a safer, more professional environment. I also made a decision to put more intentional effort into the things I’m doing. For example, I teach children’s church a few Sundays a month. I realized I had been just going through the motions. I had a talk with myself about whether it was important to me or something I should give up. Once I decided it mattered to me, I made an effort to do it with intention.
