Rising Through Boiler Plant Apprenticeships at the Oregon State Penitentiary

We are thrilled to announce the launch of an innovative initiative within the Oregon State Penitentiary (OSP) that is not only revolutionizing opportunities for the adults in custody (AICs) but is also transforming lives beyond the prison walls. Introducing the Oregon Department of Corrections (DOC) Boiler Operator Apprenticeship Program – a groundbreaking endeavor aimed at providing education, training, and sustainable job placement for individuals in our correctional facilities.
At the heart of this program lies a commitment to providing comprehensive education and hands-on training to equip participants with the skills necessary for success in the field of boiler operation and mechanics. Through a carefully crafted curriculum spanning over two years, apprentices will delve deep into the intricacies of boiler systems, gaining invaluable experience and expertise under the guidance of seasoned professionals. They will cover a wide range of topics, ensuring comprehensive understanding and proficiency in all aspects of boiler operation.
The apprenticeship program prioritizes hands-on experience, allowing participants to apply theoretical knowledge in real-world scenarios. From troubleshooting to maintenance and repair, apprentices will gain practical skills essential for a career as a boiler operator mechanic. Beyond providing education and training, the ultimate goal of the program is to facilitate meaningful employment opportunities for AIC participants upon release. By equipping individuals with valuable skills and certifications, the aim is to break the cycle of recidivism and empower graduates to lead fulfilling, productive lives post-incarceration.
There are currently two apprentices who have exemplified dedication, perseverance, and the drive to build a brighter future:
Russ Proctor has a passion for mechanics and a desire to turn his life around. Russ has embraced the opportunity offered by the apprenticeship program wholeheartedly. His commitment to learning and growing in the field of boiler operation serves as an inspiration to those around him and those to follow. According to Russ, this program is a “steppingstone to getting out.”

Adam Belk brings a wealth of determination and resilience to the program. He is eager to defy the odds and carve out a successful career path for himself. His enthusiasm and eagerness to learn make him a valuable asset to the OSP team. Belk states he feels a “sense of accomplishment instead of only doing time.”
In conclusion, the DOC Boiler Operator Apprenticeship Program represents a beacon of hope and opportunity for individuals seeking a second chance. Through education, training, and unwavering support, we are not only shaping futures but also breaking down barriers to success.
We invite you to join us in celebrating the launch of this transformative initiative and look forward to witnessing the positive impact it will undoubtedly have on the lives of our participants and their communities.
